PM cleans house on neglected villas

Abandoned villas in Hanoi will be subject to inspection in order to find the best solution for their preservation and renovation.

Prime Minister Nguyen Tan Dung specifically requested the municipal government to scrutinise villas in the apartment block An Sinh in My Dinh II, a new urban area in Tu Liem district.

Many villas in that area have become neglected, dilapidated and abandoned over the past five years.

The city’s government will be required to make a report on the issue before February 15, 2011.

Vu Xuan Thien from the House and Real Estate Market Management Department under the Ministry of Construction (MoC) said that all the villas in An Sinh have been sold. It is possible that these houses were bought by families who wanted to save a house for future generations, or just hold on to them so they can sell later at a higher price.

Thien admitted that the owners of these properties have a legitimate right to use them in the way they see fit, and that it would be difficult to interfere with land use. He added that the neglected villas do not take up a significant portion of the city.

To help fix the problem in the future, local authorities have proposed to focus attention on the issue of efficient land use, setting concrete goals for the year 2020.

The regulation would stipulate that owners of two or more properties have to pay a higher progressive property tax as well as higher personal income taxes. There will also be a higher tax, aimed at speculators, levied on anyone who buys then sells a house within two years.
