According to the National Centre for Hydro-Meteorological Forecasting, a low-pressure trough across northern Vietnam will bring heavy rain and thunderstorms to the northern mountains, midlands and Quang Ninh from Wednesday evening through Friday, with rainfall of 70-150 mm and isolated totals exceeding 300 mm.
Rainfall intensity could exceed 100 mm within three hours in some locations, raising the risk of localised flash flooding and urban inundation.
Elsewhere in northern Vietnam, scattered showers and thunderstorms are forecast from Wednesday evening through Thursday, with 10-30 mm of rain and isolated totals above 70 mm. The heaviest rain is expected overnight and in the early morning.
With northern provinces already hit by floods, landslides and days of heavy rain, the National Steering Committee for Civil Defence urged local authorities to monitor weather forecasts and promptly warn residents of heavy rain, flooding, flash floods, landslides, lightning and hail.
The committee also instructed local authorities to deploy emergency response teams to inspect high-risk areas and evacuate residents living along rivers, streams, low-lying areas and locations vulnerable to flash floods and landslides.
Authorities were also told to clear blocked waterways, prepare on-site emergency forces to assist residents if needed, and station personnel at flooded roads, river crossings and landslide-prone areas to ensure traffic safety.
In addition, local authorities were instructed to inspect mines, reservoirs and downstream areas, with particular attention to small hydropower and irrigation reservoirs and ageing dams.
