Quang Ninh plans flood mitigation for 131 hotspots

Quang Ninh Province is drawing up a plan to tackle flooding at 131 hotspots, with priority given to areas in the former Halong City, where heavy rain frequently inundates residential neighbourhoods.

The Department of Construction has been tasked with preparing a comprehensive flood mitigation plan, including a list of priority projects and funding requirements, by August 30.

Authorities have also ordered the dredging and clearing of drains, canals, streams, reservoirs and outfalls under local management by August 15, with regular maintenance to continue before periods of heavy rain and high tides.

Six wards in the former Halong City-Halong, Hong Gai, Cao Xanh, Ha Lam, Ha Tu and Bai Chay have been instructed to eliminate recurring flooding hotspots by the end of 2026.

The Department of Agriculture and Environment has also been directed to accelerate proposals for two drainage and flood-control projects serving the Cao Xanh-Hong Gai and Cao Xanh-Ha Lam catchment areas.

According to the provincial government, the flood mitigation programme forms part of broader urban infrastructure upgrades as Quang Ninh pursues its plan to become a centrally governed city.
