The decision was made following an inspection of the boat while it was taking 71 passengers on a tour of the bay on June 24.
Checking the boat, authorities found that five staff members didn't have their names on the crew or the passenger list. They said they were working on the boat but failed to show their work permits and some required certificates.
The Ha Long Bay Management Board has decided to temporarily suspend the boat from operation from July 13 until further notice while waiting for the conclusion from the Ha Long City People's Committee.
As required, people working on boats in Ha Long Bay must register with local authorities and hold certificates in swimming, firefighting, and tourism.
According to the Ha Long Bay Tourist Boat Association, many boats have faced staff shortages since resuming operation after the Covid-19 pandemic hiatus.
"Many people working in the tourism sector and particularly tourist boats have left to find other jobs," the association said. "Meanwhile, the tourism market isn't stable yet now so many boats are still having to temporarily hire staff members from other boats or elsewhere to save costs."
