A police lieutenant in the northern central province of Thanh Hoa has been found to flaunted planning laws by seizing land and building an extended villa complex without permission.
Initially, police lieutenant Pham Van Cong in Vinh Loc District hired around 500 square metres of agricultural land from a local household to build a farm produce and agricultural material centre.
However, after that, Cong built his own villa covering a total area of 5,000 square metres, ten times larger space than allowed.

The villa campus included a playground, swimming pool, artificial mountain and fruit garden among other facilities.
Do Trong Xuan, Chairman of Vinh Thanh Commune People’s Committee, said that Cong was fined just VND3 million (USD136.3) for the violations. The commune requested him to stop the construction, however, this has still continued.

Vu Thi Huong, chairwoman of Vinh Loc District People’s Committee, said that the district will set up a taskforce to inspect the case. The district will advise Cong to remove illegal items or they will be dismantled by local authorities.
