Both localities have called for boats and vessels to take shelter and are ready to relocate people in vulnerable areas.
Haihong and Quang Ninh have also temporarily suspended permits for tourist boats to stay overnight at sea.
Boats and vessels can depart from islands to the mainland for shelter before 4 pm today, July 22.
Meanwhile, Nam Dinh Province has halted all maritime activities starting at 10 am on Monday.
At around 10 am this morning, the eye of the storm was in the Gulf of Tonkin with the highest wind speed of 102 km/h. It is forecasted to move northwest, making landfall in Mong Cai City in Quang Ninh by Tuesday noon before weakening into a tropical depression.
Prime Minister Pham Minh Chinh has urged 25 coastal localities from Quang Ninh to Quang Nam to take measures to respond to the storm.
This is the second storm in the East Sea this year.
According to the National Centre for Hydrometeorological Forecasting, between 11-13 storms will occur in the East Sea between September and November, with 5-7 predicted to hit the mainland of Vietnam.
