According to authorities, officers from the province's Immigration Management Division identified the two men during routine monitoring of the local foreign resident community and became suspicious of their activities.

Following verification and information gathering, police confirmed the identities of Morozov Dmitrii and Sedov Vladimir and determined that both were the subjects of Interpol red notices for alleged fraud and misappropriation of property.

The two men were subsequently arrested by Vietnamese authorities.

Khanh Hoa Provincial Police Department then coordinated with the relevant agencies of the Russian Federation to complete the necessary legal procedures for their transfer.

The suspects were escorted and handed over to Russian authorities to be dealt with in accordance with Russian law.
