The man from Thu Duc Ward initially told police that he had caught the pigeons to take home and keep as pets.
A video of the incident had earlier circulated on social media, showing a young man arriving by motorbike with a woman at a park in Lam Son Square.
He then approached a flock of pigeons feeding on the grass, caught two birds and put them in a backpack before riding away towards Dong Khoi Street.
Several people, including foreign tourists, witnessed the incident, with one filming it and posting the footage online.
The video drew criticism on social media, with users saying the capture of pigeons in a public space was inappropriate and could harm the city's image as a tourist destination.
Police later identified him and summoned him for questioning. Authorities are completing the case file and investigating the incident before deciding on further action in accordance with regulations.
Police have urged residents not to catch or harm pigeons in public areas and to help protect the city's public spaces and environment.
