Careless actions by many road maintenance units have damaged the drainage system of Ho Chi Minh City.

| Damaged drainage systems in HCMC are a cause for floods | 
As regulated, before installing water drainage systems, and before any digging is done, units need to inform agencies who take responsibility of providing water or underground telecommunication systems with an aim of relocating all of their wires and tubes.
However, due to inefficient collaboration between agencies, the above mentioned process often last longer than is expected and can negatively effect progress of the drainage system providers. Thus, many units have tried to remove the underground tubes by themselves to save time.
For example, Zublin International Company recently removed water supply tubes on Au Co and Luy Ban Bich Roads, Ho Chi Minh City when they were implementing the TH5 tender package of Vietnamese urban upgrading project. In addition, they often broke the water supply tubes lying along the two roads.
As a result, many local people are lacking of water and water tube managing units have had to spend hundreds of millions of dong on repairs.
In such a circumstance, the water tube managing unit was forced to ask for actions from contractor, execution and supervising units.
Another example is a water supply unit of Kenh Dong who made drainage systems in many areas to become stuck while it was digging roads to install their water supply tubes. Their irresponsible actions resulted in many floods.
They removed drainage tubes on Ly Thuong Kiet Road, Hoc Mon, Ho Chi Minh City and dumped water mixed with mud into the waste drainage system.
The consequence became so serious that the Urban Water Drainage Company has complained to high level authorities.
Many other road digging units for water drainage system installation closed drainage gates or broke the old drainage system when the new one wan't yet done. Even walls were built which blocked the entry of the waste drainage system.
According to the Urban Water Drainage Company, there are 84 broken segments of waste drainage system. They also sent documents requesting relevant units to repair the broken parts in order to ensure a proper drainage system for the city and protect the living environment of the local people. Otherwise, the city will be under serious threat of more floods than last year's rainy season endured.
