The framework will be refined based on feedback from teachers, students and parents before being rolled out more widely across the capital.
The plan was announced at a training conference on August 26 organised by the Hanoi Department of Education and Training and the School of Educational Sciences at Hanoi National University of Education.
The initiative aims to help schools assess students' emotional development and needs, enabling teachers to tailor teaching, activities and counselling accordingly.
Education officials said EQ assessments should focus on supporting students' development and must not be used to grade, rank or compare students, or to evaluate teachers and schools.
Rather than being taught as a separate subject, emotional intelligence will be integrated into group work, class activities, experiential learning and everyday interactions, without creating additional administrative requirements.
Schools will also be required to protect students' personal data and privacy when using the EQ platform.
Hanoi National University of Education will help develop training materials and assessment tools, train teachers and provide experts in psychology and education to support the programme.
The pilot will assess how well the framework works across different school levels, student groups and school settings. Feedback from teachers, students and parents will be used to refine the assessment tools before a wider rollout.
The programme is also intended to help schools better identify students' emotional and psychological needs and create a safer, more supportive learning environment.
