The instruction was made by Prime Minister Nguyen Xuan Phuc after 72 Covid-19 locally-infected cases were reported in Chi Linh City on the morning of January 28. The infections are all from Poyun Ltd. Co. where a female worker had tested positive for the new and highly transmissible coronavirus strain on Wednesday.

Under the lockdown, only factories, businesses and service establishments producing and providing essential goods and services are allowed to open and asked to ensure workers follow strict health guidelines. This includes ensuring they wear face masks, keep a safe distance from each other and make sure areas are properly disinfected and sterilised.
All people are ordered to stay at home and only go out in case of emergencies, buying food or medicine, or going to work at factories and essential services that are not closed down or halt operations. If leaving the house, people must keep a minimum distance of two metres from others. Any gathering of more than two people in public places outside of offices, schools and hospitals is prohibited.
Meanwhile, authorities of Hai Duong are permitted to consider imposing laxer social distancing measures in other towns and localities, depending on their pandemic situation.
Hai Duong has also provided Covid-19 tests for around 5,000 people.
