Under the plan, from the 2026-2027 school year, all students at general education schools in the commune will receive textbooks at no cost. More than 91,000 books will be distributed to nearly 7,000 students.

The programme, estimated to cost around VND 2 billion (approximately USD 80,000), will be funded through locally mobilised social resources.
Officials said the initiative aims to reduce back to school expenses while ensuring equal access to learning materials for all students.
Le Phu Nguyen, chairman of the commune, said the policy reflects a strong commitment to investing in the younger generation.
Previously, Hoa Vang piloted a shared textbook scheme, raising VND 551 million (approximately USD 22,000) and more than 6,200 books to support over 1,200 disadvantaged students, laying the groundwork for the full rollout.
