According to Tuyen Quang provincial police, Fan Mingzhen was wanted under a warrant issued by the public security bureau of Heze City in Shandong Province, China, for organising illegal border crossings. Chinese authorities had formally requested Vietnam’s assistance in locating and arresting him.
Investigators said Fan Mingzhen used multiple methods to conceal his identity and moved frequently across different localities in an effort to evade capture.
At about 3.30 am on January 7, Tuyen Quang Provincial Police Department, working with other forces, pursued and arrested Fan Mingzhen in Than Uyen Pommune, Lai Chau Province. At the time of his arrest, he was reportedly on his way to escape into Laos.
Tuyen Quang Provincial Police Department are now completing procedures to hand Fan Mingzhen over to Chinese authorities for handling in accordance with the law.
