HCM City plans to tackle 15 traffic congestion hotspots by 2027

HCM City plans to tackle 15 of its 28 potential traffic congestion hotspots by 2027, with more than VND 293 trillion (USD 11.1 billion) needed for transport projects through 2030.

The municipal Department of Construction announced on October 22 that the remaining 13 hotspots would be addressed between 2028 and 2030 under a five-year congestion reduction plan.

The 15 priority locations span the city centre, major gateways, airport and port access roads, and the former Binh Duong and Ba Ria-Vung Tau areas.

Projects targeted for 2026 include the An Phu interchange, Tay Hoa intersection, Nguyen Thai Son-Pham Ngu Lao junction and Cong Hoa-Hoang Hoa Tham intersection near Tan Son Nhat International Airport.

In 2027, authorities aim to address congestion around Ton Duc Thang-Nguyen Huu Canh-Nguyen Binh Khiem streets, the My Thuy interchange near Cat Lai Port and several junctions along National Highway 51.

Two hotspots in the former Binh Duong area are also scheduled for 2027, including the National Highway 13-Phu Long Bridge access road junction.

The city's broader programme comprises 98 projects costing more than VND 360 trillion (USD 13.7 billion), with estimated funding requirements exceeding VND 293 trillion during 2026-2030.

Land acquisition, compensation and resettlement account for nearly VND 151 trillion of the projected spending.

HCM City expects to mobilise more than VND 192 trillion through its medium-term investment plan, including nearly VND 121 trillion from the municipal budget and around VND 72 trillion from other sources, including public-private partnerships.

Among the major projects is the My Thuy interchange, a key gateway to Cat Lai Port, where more than VND 3.6 trillion is being invested in underpasses, overpasses and connecting roads.

After two delays, the project is now expected to be completed in the first quarter of 2027.
