The programme will cover pupils from Year 1 to Year 12 enrolled at public and private schools, vocational education and continuing education centres, and other institutions delivering the national school curriculum.

The city will allocate about VND 52.8 billion (USD 2.01 million) to purchase textbooks and locally developed educational materials.
Schools will manage the books through their libraries, with pupils borrowing them at the start of each academic year and returning them at the end, allowing the books to be reused.
Hue authorities said the scheme was intended to ease back-to-school expenses for families, ensure all pupils had access to textbooks and make more efficient use of public funds.
The city's Department of Education and Training has been tasked with procuring the books, upgrading library facilities and putting in place lending, management and return procedures before the new school year begins.
Nguyen Tan, director of Hue's Department of Education and Training, said the programme would require schools to strengthen library management, with teachers and other staff supporting the lending and return process.
He said the scheme would not only reduce costs for families but also encourage pupils to take better care of textbooks so they could be reused by future generations.
