Woman prosecuted after blocking road to dry rice causes fatal crash

A 67-year-old woman in Ninh Binh has been prosecuted after she blocked a road to dry rice, causing a fatal motorbike crash.

Police said the woman, from Khe Thuong Hamlet in Yen Khanh Commune, placed concrete blocks and stones across a section of Road 482E to make space for drying harvested rice. A motorcyclist later struck the obstacles and died from her injuries.

Authorities said they have repeatedly warned and fined residents in recent months for encroaching on roadways to trade, store materials or dry rice, yet violations persist.

Such practices obstruct traffic, damage urban aesthetics and pose significant safety risks, contributing to several recent accidents, police said.

Police urged residents not to place objects, debris or goods on roads or pavements, especially at night or in low-visibility areas, warning that such acts breach traffic regulations and could result in serious legal consequences.
