The Hanoi People's Committee announced the position following a meeting chaired by its chairman, Vu Dai Thang, to review a proposal submitted by a company to improve sections of the two rivers running through the capital.
The proposed works aim to improve water flows, stabilise riverbeds, enhance flood drainage capacity and ensure the safety of dykes and inland waterway transport.

They would also help provide filling materials for major infrastructure projects in the city.
Authorities said materials recovered during dredging would be managed and used under approved plans and in accordance with relevant regulations, helping ensure efficient resource use and contribute to state budget revenue.
The city noted that the proposed works would involve multiple sectors and administrative bodies, requiring careful assessment of their potential effects on river flows, dyke safety, transport infrastructure, irrigation systems and the environment.
It also said that specific guidance for implementing such projects with non-state funding remains limited.
Hanoi has requested that the proposals be scientifically sound, comprehensive and feasible, consistent with approved development plans and designed to safeguard flood drainage, water supplies and surrounding areas, including upstream and downstream communities.
The company behind the proposal, consultants and relevant agencies have been asked to review and refine the plans, clarifying the scope, scale, objectives and implementation procedures.
Authorities also called for a clear distinction between riverbed improvement activities and mineral extraction, with all proposed works required to comply with regulations on dyke management, disaster prevention, water resources, minerals and environmental protection.
Technical solutions must ensure riverbed stability, maintain water supplies, improve drainage capacity and protect dykes and inland navigation.
The city also requested detailed information on the locations, quantities and types of materials expected to be recovered, together with arrangements for their collection, management and use.
Authorities stressed the importance of transparent and effective resource management, with appropriate oversight to ensure that recovered materials are handled in accordance with approved plans and applicable regulations.
