Vietnam and Angola issue joint statement on President Luong Cuong’s visit

Vietnam and Angola have issued a Joint Statement on the occasion of the State visit by Vietnamese President Luong Cuong at the invitation of Angolan President Joao Manuel Goncalves Lourenco.

The visit took place during a year of historic milestones for both countries, including the 50th anniversary of Vietnam–Angola diplomatic relations (November 12, 1975 - 2025); the 80th anniversary of Vietnam’s National Day (September 2, 1945 - 2025); and the 50th anniversary of Angola’s Independence (November 11, 1975 - 2025).

During the visit, President Cuong held talks with President Loureno, met with Speaker of the National Assembly Carolina Cerqueira, and delivered a keynote policy speech at a special plenary session of the Angolan National Assembly. He also took part in several other activities, including a celebration marking 50 years of diplomatic ties between the two countries, alongside Angolan state leaders and the Vietnamese community in Angola.

The Joint Statement noted that all talks and meetings were held in an atmosphere of friendship, sincerity, and mutual trust. The two Presidents held extensive discussions on bilateral cooperation as well as regional and international issues of mutual concern. They welcomed positive developments in the bilateral relationship over the past five decades.

The statement affirmed that over the past 50 years, thanks to the efforts of generations of leaders and peoples of both nations, Vietnam–Angola relations have built a strong foundation of historic political trust, mutual support, and people-to-people solidarity. These achievements now serve as the cornerstone and driving force to elevate the relationship into a new phase of development, aiming to turn it into a model of South–South cooperation that serves both countries' development needs.

During the visit, the two countries signed eight cooperation documents, covering numerous areas such as the transfer of sentenced persons, mutual legal assistance in criminal matters, national defence, judiciary, agriculture, television broadcasting, and oil and gas.

Both sides committed to accelerating negotiations toward the early conclusion of key agreements such as the Bilateral Investment Promotion and Protection Agreement, and the Double Taxation Avoidance Agreement.

Vietnam and Angola agreed to instruct relevant ministries and agencies to enhance omprehensive cooperation in the fields of politics and diplomacy, national defence and security, justice and legal affairs, trade and investment, business-to-business partnerships, technical expert exchange, education and training, energy, healthcare, agriculture, information and communications.

These efforts are to be guided by the outcomes of the 7th Meeting of the Vietnam–Angola Intergovernmental Committee held in March 2024.

On regional and global issues, both sides shared common views, underscoring the importance of respect for international law and the UN Charter. They agreed to enhance coordination and mutual support at multilateral forums and promote peace, stability, and cooperation in their respective regions and globally.

The two countries also pledged to facilitate conditions for citizens of each country to live, work, and study in the other. They emphasised their commitment to supporting the Vietnamese community in Angola and the Angolan community in Vietnam, recognising their role in strengthening bilateral ties.

Both sides expressed confidence that the visit’s outcomes will deepen the traditional friendship and provide new momentum for the comprehensive partnership, contributing to the prosperity of both countries and to peace and development regionally and globally.

On this occasion, President Luong Cuong and his spouse extended an invitation to President Lourenco and his spouse to pay an official visit to Vietnam at a mutually convenient time. President Lourenco gratefully accepted the invitation and proposed arranging the visit through diplomatic channels.
