The victim, Jeon Piljae, has demanded compensation of VND 250 million.

According to court records, on the night of November 10, 2023, Minh was driving his taxi when he was flagged down by Jeon, who spoke in Vietnamese and requested a ride to a supermarket on Phan Van Tri Street. They agreed on a fare of VND 100,000.

After reaching the supermarket, Jeon asked to continue the trip to the Cityland Park Hill Apartments. Upon arrival, Minh asked for payment, but Jeon claimed he had already paid through a ride-hailing app. Minh disagreed, stating the ride was not booked via the app.

An argument broke out. Minh said he would take the matter to the police and began driving to find a nearby police station. When they reached the start of Street 1, near the intersection with Phan Van Tri, Jeon agreed to pay and asked to return to Cityland Park Hill.

Minh turned the vehicle around and drove toward the intersection of Street 1 and Street 6, Ward 10, Go Vap District, where Jeon asked to be let out. Jeon handed over VND 100,000 and exited the vehicle. He then slammed the car door and walked to the front of the taxi, where he kicked the licence plate. Minh shifted into reverse in an attempt to leave, but Jeon approached the car and kicked the hood twice.

In a fit of anger, Minh shifted into drive and accelerated, running straight into Jeon. The impact knocked the man to the ground, and the front wheel ran over his body.

Panicked, Minh fled the scene, called his mother to report what had happened, and later turned himself in at the local police station.

Jeon Piljae was taken to Military Hospital 175 with multiple injuries after local residents called for emergency services.
