HCM City surveys demand for textbook borrowing scheme

Schools in Ho Chi Minh City began surveying parents and students on Wednesday to assess demand for a textbook borrowing programme, ahead of the scheme's rollout in the 2026-27 academic year.

The survey, running from July 15 to July 19, covers students from grades 1 to 12 and will help authorities prepare a citywide textbook lending programme through school libraries.

Under the plan, students in grades 1, 6 and 10 will be the first to borrow textbooks free of charge from the 2026-27 school year. The programme will be expanded annually to cover all grades by the 2029-30 academic year.

Students from low-income families, ethnic minority groups, those with disabilities and other eligible policy beneficiaries will receive free textbooks starting in the 2026-27 school year.

City officials have said the programme is intended to reduce back-to-school costs for families while improving the reuse of textbooks through school libraries.
