The move reflects gratitude for the contributions of veterans who fought for independence, according to local authorities.
Police said the seats are placed along Hung Vuong, Tran Phu, Trang Tien and Nha Chung streets, giving prime roadside views.
The city has also set up 10 field tents at five sites to accommodate attendees.
A full-dress rehearsal is scheduled for 6.30 am on August 30, with the official parade taking place at 6.30 am on National Day, September 2.
