On April 2, Nguyen Van Thanh, chairman of Cuong Gian Commune, Nghi Xuan District, said they were investigating the case.

At 6 pm on the same day, a local was walking along the beach when he saw the bodies of two women tied together being washed up the beach. After receiving the information, the communal police arrived at the scene to bring the bodies ashore.

"Initial investigation shows that the bodies have decomposed. We only found their mobile phones which used Chinese sim cards," Thanh said.

The authorities suspected that they might be Chinese. They are searching for the victims' families and planning to bury them in Cuong Gian Commune.
