The Ha Long Carnival is a free annual cultural and tourism festival hosted by Quang Ninh Province. It is a unique tourism promotion event that attracts tens of thousands of delegates, residents, and tourists annually.
However, while free entrance tickets are required, some individuals have sold fake carnival tickets for profit.
Quang Ninh Provincial Police stated that individuals selling tickets or collecting money for participation in the festival could face administrative fines ranging from VND 1 to 3 million and be required to return any illegally gained profits. Those found exploiting the event for personal gain could face penalties of VND 3 to 5 million and similar restitution orders.
In more serious cases, criminal charges may be pursued.
Authorities have advised people wishing to attend the Ha Long Carnival to obtain tickets only through official distribution channels managed by local government bodies (such as the Ha Long City People's Committee or ward/commune-level authorities) or at designated free ticket distribution points, publicly announced via official media outlets. People are urged not to purchase tickets or passes from unverified sources online to avoid scams and inadvertently contribute to unlawful activities.
