At a session on the afternoon of October 28, the Hanoi People's Council approved a VND 1 million (USD 38) subsidy for each eligible couple living in the city who are planning to marry and undergo premarital counselling and health checks at qualified medical facilities in line with Ministry of Health guidelines.
Women residing in Hanoi who give birth to two children before the age of 35 will receive VND 4 million upon childbirth.

To encourage couples to maintain the replacement fertility rate, Hanoi will award VND 30 million to communes and wards where at least 60 per cent of couples of reproductive age have two children for three consecutive years. The award will rise to VND 60 million if the result is maintained for five consecutive years.
Communes and wards with outstanding achievements may also be considered for awards under the city's emulation and commendation regulations.
The policy will take effect in 2027.
At the same session, the Hanoi People's Council also approved a resolution establishing special support policies for certain groups of children in particularly difficult circumstances, those requiring emergency assistance and those suffering serious injuries in accidents.
