HCM City announces first 10 members of international financial centre

HCM City's operating authority announced the first 10 holding companies admitted to its international financial centre on the morning of October 28, during the 2026 Autumn Economic Forum (AEF 2026).

A holding company owns and manages equity stakes in other businesses, enabling it to oversee investment portfolios and coordinate capital within a corporate group.

The 10 members have combined registered charter capital and committed contributions of USD 33.63 million, while their expected fundraising and investment scale is around USD 2.7 billion by 2027.

Among them, Saigon Marina IFC Co Ltd has committed to raising around USD 816 million to develop technology and physical infrastructure for the Vietnam International Financial Centre in HCM City (VIFC-HCMC).

AG&P Holding Vietnam Co Ltd has pledged to raise and invest around USD 425 million in the liquefied natural gas (LNG), power and data centre value chains. EQuest Capital Co Ltd has committed to raising around USD 325 million through a cooperation agreement with Standard Chartered Bank's New York branch to develop educational infrastructure in Vietnam, with a focus on the HCM City Southwest University Urban Area.

Son Kim Capital IFC Co Ltd has committed to raising around USD 275 million to invest in infrastructure development within VIFC-HCMC, while REE Energy Finance Co Ltd has pledged to raise around USD 200 million for renewable energy projects.

Meanwhile, Keppel is exploring the possibility of establishing co-investment platforms with global partners, targeting fundraising of up to USD 1 billion, mainly from third-party capital, to pursue investment opportunities in infrastructure, real estate, trade and services within VIFC-HCMC.

Following the admission of its first 10 holding companies, VIFC-HCMC will continue refining its legal framework and licensing procedures to expand the ecosystem to include specialised financial institutions, initially investment funds and asset management firms.

Under the proposed framework, licensing for asset management companies is expected to have three tiers: investment advisory and portfolio management; management of private and professional investment funds; and management of public investment funds.

The framework draws on the experience of international financial centres such as Singapore, Dubai and Hong Kong (China), with the aim of tailoring licensing procedures to the nature, scale and complexity of each type of activity.

VIFC-HCMC expects to finalise and issue procedures and regulations for admitting investment funds in November 2026. For banks, securities firms and other businesses subject to specific licensing requirements, applications and licensing reviews will proceed according to a roadmap as the relevant regulations are issued.

Building on its first 10 members, VIFC-HCMC will continue expanding its ecosystem, connecting domestic and international financial institutions and investors, developing financial products and promoting real transactions to mobilise and allocate capital across the economy.
