Cao Bang offers incentives to boost tourism

Cao Bang Province will introduce financial incentives for tourism infrastructure, homestays and traditional cultural activities from October 24 to encourage investment and preserve local heritage.

Under Resolution 37/2026, adopted by the provincial People's Council, eligible tourism sites can receive VND 100 million (USD 3,800) for parking facilities covering at least 500 square metres or newly built public toilets with at least four cubicles.

Additional support includes VND 30 million for tourist information and signage systems and VND 50 million for scenic viewpoints and photography spots.

New homestays are eligible for VND 100 million, while renovations can receive VND 30 million. The restoration of traditional stilt houses and indigenous architecture qualifies for up to VND 100 million.

To qualify, homestays must accommodate at least 10 guests, meet accommodation standards and remain operational for at least five years.

Resolution 37/2026, effective October 24, provides financial support for tourism infrastructure, homestays and cultural preservation.

The province will also support night-time tourism and cultural performances, offering community arts groups VND 60 million annually for at least 30 performances or VND 100 million for 50 or more.

Traditional artisans and culinary performers can receive a one-off grant of VND 20 million each, while souvenir producers are eligible for subsidies covering 80 per cent of costs, capped at VND 50 million per product.

Tourism content creators can receive VND 50 million annually, subject to eligibility requirements, including at least 35,000 followers and 12 published pieces of content per year.

However, local artisans say better market access remains essential.

Hoang Van Phinh, who has made incense for nearly 60 years in Phia Thap Village, said traditional products were mainly sold at local markets, with relatively few visitors buying directly from producers.

Bui Thi Hoai, founder of a cultural start-up in Cao Bang, welcomed the support but said young entrepreneurs still faced difficulties accessing capital, gaining experience and expanding markets.

The new policy aims to encourage residents, cooperatives and businesses to invest in tourism services and local products.

Provincial authorities expect the incentives to encourage investment in tourism facilities, preserve traditional crafts and create additional income opportunities for local communities.

The policy's effectiveness will depend on clear implementation procedures and stronger links between tourist attractions, local products and services.
