
Prime Minister Pham Minh Chinh attends the policy forum on Vietnam's proactive development of the semiconductor and AI industries in the new era
On the morning of March 14, at the National Innovation Center (NIC) in Hanoi, Prime Minister Pham Minh Chinh attended a policy forum on Vietnam's proactive approach to developing the semiconductor and artificial intelligence industries in the new era.
The event, co-organized by NIC under the Ministry of Planning and Investment and Aitomatic, a US technology company specializing in knowledge-first AI solutions for industrial and manufacturing sectors, brought together over 1,000 delegates, including senior technology leaders and experts from NVIDIA, Meta, IBM, Google, Intel, TSMC, MediaTek, Tokyo Electron, Panasonic, and Marvell, as well as businesses from Silicon Valley (US), China, the Republic of Korea, Japan, India, France, Germany, the Netherlands, and Vietnam.
Discussions focused on global trends, opportunities, and challenges in the semiconductor and AI industries, as well as strategic directions for Vietnam’s technological development.

At the forum, top global experts and industry leaders discussed strategic roadmaps and initiatives to enhance Vietnam’s technological self-reliance, innovation capacity, and international cooperation in these critical sectors.
At the forum, a leader from the Ministry of Finance emphasized that the event reaffirms Vietnam's efforts to gradually integrate into the global value chain and innovation ecosystem of the semiconductor and artificial intelligence (AI) industries. These two sectors are considered the 'heart' of modern technology and the foundation of the digital economy.
The Ministry of Finance leader called on all stakeholders in the semiconductor and AI ecosystem from leading global technology corporations to research institutes, universities, investment funds, and businesses both domestically and internationally to work more closely together. This collaboration aims to propel Vietnam into a key link in the global semiconductor and AI supply chain.
The Ministry of Finance pledged to gather insights from delegates and experts throughout the conference, working in coordination with relevant ministries and agencies to report and propose key policy measures to the Government and its leaders. These efforts are expected to drive the strategic development of the semiconductor and AI industries, contributing significantly to Vietnam’s double-digit economic growth in the critical upcoming phase.
Amid the rapid digital revolution reshaping the global economy, Vietnam is designed to proactively develop its semiconductor and AI industries to keep pace with global technology trends. The country seeks to offer favorable conditions for Vietnamese enterprises to access new technologies, gradually achieve technological self-reliance, enhance competitiveness, and position itself as a promising destination for science, technology, and innovation.
The forum took place as part of the International Conference on Artificial Intelligence and Semiconductors 2025 (AISC 2025), hosted for the first time in Vietnam by the US-based Aitomatic in collaboration with the National Innovation Center (NIC).
At the event, leading global experts shared important recommendations to help Vietnam solidify its position in the global technology landscape.
Christopher Nguyen, CEO and founder of Aitomatic, discussed the alignment of Vietnam’s semiconductor and AI industries with global trends. He analyzed key factors that could help Vietnam leverage cutting-edge technology, boost its global competitiveness, and affirmed that technological self-reliance is crucial for Vietnam’s digital economy to thrive.
Michael Kagan, Chief Technology Officer of NVIDIA, and Suresh Venkatarayalu, Chief Technology Officer of Honeywell, highlighted Vietnam’s potential to become an R&D hub for AI and semiconductors. They underlined the importance of expanding international cooperation to maximize technological advantages, aligning with global trends and encouraging Vietnamese enterprises to embrace digital transformation and innovation.
Nguyen Thi Bich Yen from Soitec presented on 'Advanced Chip Packaging Technology,' emphasizing how breakthroughs in semiconductor manufacturing are reshaping the global industry and creating strategic opportunities for domestic enterprises. Meanwhile, Truong Gia Binh, Chairman of FPT Corporation, reaffirmed the readiness of Vietnamese businesses to transfer technology and foster an innovation-driven ecosystem.
During the forum, NIC and its partners announced initiatives to help Vietnam master semiconductor and AI technologies. Additionally, the Vietnam Innovation Challenge 2025, co-organized by NIC, Meta, AI for Vietnam, NVIDIA, Viettel, and the Vietnam Academy of Science and Technology, was introduced.
A panel discussion on proposing solutions for Vietnam to proactively develop its semiconductor and AI industries' brought together top experts, including Loi Nguyen (Marvell), Anthony Annunziata (IBM), Dr. Le Viet Quoc (Google DeepMind), Dr. Jae-Yong Park (Tata Electronics), Dr. Da-Shan Shiu (MediaTek), and Young-Sup Joo (former Minister of SMEs and Startups of the Republic of Korea).
These leading strategists and industry experts proposed innovative solutions and outlined strategic development roadmaps for Vietnam’s semiconductor and AI sectors. Their contributions aim to position Vietnam as a pioneering technology hub in the region. As one of Southeast Asia’s fastest-growing digital economies, Vietnam possesses a strategic geopolitical position, a young and tech-savvy workforce, and increasingly modern infrastructure, attracting major global technology firms, particularly in semiconductors and AI.
Through this forum, Vietnam seeks to elevate its global standing, open up new strategic cooperation opportunities, and lay a solid foundation for digital transformation. By mastering cutting-edge technologies, the country is set to achieve rapid and sustainable growth in the coming years.
