Hanoi authorities are seeking government approval to collect tolls for vehicles travelling into inner-city areas which often face serious air pollution and traffic congestion.

Under the proposal sent to the government and the National Assembly Standing Committee, the municipal people’s committee said that the Law on Fees and Charges issued in 2015 does not include regulations on fee collection for vehicles in city-centre areas.
According to the committee, the sharp increase of vehicles has further pressured Hanoi’s traffic and environment meant it would now be a possibility.
The fees are based on the vehicle exhaust fume levels measured by register agencies.
Hanoi now has around 5.5 million motorbikes and more than 600,000 cars. The figures could reach 6 million and 843,000 respectively by 2020.
