The strategy focuses on developing infrastructure and management of the railway transportation system to ensure its smooth, safe operation, convenience and effectiveness.
The railway sector plans to meet about 1-2% of the passenger transport market share and 1-3% of the goods transport market share by 2020.
It also aims to claim 4-5% of the urban passenger transportation market share in Hanoi and Ho Chi Minh City.
Existing railway routes will be upgraded, in which the north-south route will be modernized to reach the average speed to 80-90kph for passenger trains and 50-60kph for those transporting goods, and improving transport capacity and quality.
The strategy also aims to build a 1.435mm electrified gauge high-speed dual track line on the north-south route, of which necessary preparations are made for the construction of sections with high transport demand, especially those in the regions connecting Hanoi and Ho Chi Minh City such as Hanoi-Vinh and Ho Chi Minh City-Nha Trang.
In the 2020-2030 period, the strategy expects to meet 3-4% of the passenger transport market share and 4-5% of the goods transport market share, and account for 15-20% of the market share for urban passenger transportation in Hanoi and Ho Chi Minh City.
To reach the set targets, the strategy includes solutions, including enhancing State management, mobilizing capital sources, developing human resources and promoting railway industry.
