In Ha Tinh, hours of heavy rain from early Saturday caused localised flooding in Thanh Sen and Tran Phu wards.
Several roads, including Xo Viet Nghe Tinh and Ly Tu Trong, were flooded, while water on parts of Nguyen Du and Le Ninh streets rose to nearly 0.5 metres.
Cars struggled through flooded sections, with some drivers forced to turn back, while several motorbikes stalled.
Rainfall eased later in the morning and floodwater receded in some areas, allowing traffic to return to normal.
Ha Tinh's hydro-meteorological station warned of further localised flooding in residential and urban areas, low-lying areas near rivers and streams, and roads with poor drainage.
The province was forecast to receive 30-60 mm of rain on September 19-20, with more than 100 mm possible in some areas.
In Quang Tri, heavy rain also flooded several roads in Dong Hoi Ward, including Hai Ba Trung, Huu Nghi, Quang Trung and Duong Van An streets.
Water levels reached 0.3-0.5 metres in some places, causing vehicles to stall and requiring roadside assistance.
The National Centre for Hydro-Meteorological Forecasting said heavy rain on September 19 would be concentrated from Nghe An to Hue, with widespread rainfall of 30-60 mm and more than 80 mm possible in some areas.
Rain was forecast to ease from the night of September 19 into September 20, although Ha Tinh to Hue could still receive 20-40 mm, with more than 70 mm possible locally.
