Authorities in Hanoi were continuing search efforts late on September 17 for a male student from the Hanoi University of Mining and Geology who is believed to have been swept away by floodwaters in the city's Dong Ngac Ward.

According to preliminary information, the student, who was from Ninh Binh Province, was riding a motorbike along Vien Street at around midday when he reached a section of road heavily flooded by persistent rain.
He is believed to have encountered difficulties in the deep water and may have been swept into a drainage culvert, after which he went missing.
At the time of the incident, the area was severely flooded and sparsely populated, with no witnesses available to provide immediate assistance.
Later in the afternoon, as floodwaters began to recede, local residents discovered a motorbike bearing a Ninh Binh registration plate near a culvert entrance. The discovery prompted efforts to identify the vehicle's owner and notify authorities.

The section of road where the incident occurred is reportedly prone to flooding during periods of heavy rainfall and has a deteriorated road surface. The area around the drainage opening is also heavily overgrown with vegetation.
Local residents said the student had recently moved to the area and may not have been familiar with the route.
A representative of the Hanoi University of Mining and Geology said the missing individual is a first-year student. The university has been coordinating with local authorities and emergency services in the ongoing search operation.
