The meeting agreed there was a lack of comprehensive co-operation between investigative agencies, procuracy and judicial bodies.

Cases mentioned included a Construction Bank scam in which top executives stole from the bank and Ocean Bank where its general director was arrested for illegal lending to other credit institutions.

Another case discussed included that involving Huynh Thi Huyen Nhu. Four of the officials at ACB Bank directed their staff to illegally deposit the bank’s money in 29 other banks to enjoy higher interest rates involving tycoon Nguyen Duc Kien. However, VND719 billion of the deposits at VietinBank had been stolen by Huynh Thi Huyen Nhu.

However many corruption cases are not dealt with quickly. The courts and People's Procuracy said as they were not involved in the investigation process, there were many details they did not understand. They suggested sending their own employees to participate in the investigation and prosecution process from the beginning to have a complete understanding of the dossiers and to speed up the process.
