The National Assembly on June 20 approved a raise of the maximum administrative fine to VND2 billion (USD95,238) for organisations, four times higher than current level.
The maximum fine for individuals is VND1 billion (USD47,600).
Higher fines for traffic violators
The NA also agreed on higher fines for traffic, environmental and security violations, as well as violations of social order in centrally-governed cities. However, the fines will not be more than twice that of the average levels applied nationwide and will also take into account the socio-economic situation of specific areas.
The matter was decided at the previous NA discussions, which drew differing opinions. Some NA deputies said that the higher fines should only be applied to Hanoi and HCM City, while others thought that it should be imposed in all centrally-governed cities.
The NA Standing Committee decided that centrally-governed cities are socio-economic, political and administrative centres of the country with high population density, and that administrative violations in these localities can have more serious consequences than other localities.
On June 20, NA deputies also rejected the proposal of requiring prostitutes to go to medical centres for treatment. They thought the rule to be overly strict for the violation, and that a better solution would be for the Government to co-operate with localities to provide sex workers with vocational training.
A number of other laws were passed, including the Law on Prices, Law on Legal Education and the Revised Law on Trade Unions.
