On October 25, leaders of Vinh Phuc said the police and military were investigating the case where at least five people had been hit by bullets in Binh Xuyen District and Vinh Yen City over the past five months.

Initial investigation shows that the bullets are for the AK-47 and can be used for RPK, RPD machine guns and CKC rifles.

On October 4, 63-year-old Trinh Thi Ly was shot in the chest on the way to a pagoda. "Doctors said it was a bullet for the AK-47. It was removed and transferred to the police," she said. "I didn't hear anything. It happened too fast."

On September 26, Duong Van Loc was being given a ride on Tran Duc Thien's motorbike when he felt pain and blood from his left thigh and went to Lac Viet Hospital. X-ray results show a metal object in his leg that looks like a bullet. Due to complications from the injury, his operation hasn't been carried out so there is no sample.

In August, Nguyen Thi Khuyen and Tran Thi Thuy both found bullets that had entered through metal roofs, into their houses. In June, a bullet went through a roof at Hoa My Nursery School and injured a 3-year-old child.

The police think that these might be stray bullets from the nearby military shooting range.
