Minister of Natural Resources and Environment, Nguyen Minh Quang, was the first cabinet member to respond to National Assembly (NA) deputies' questions about land management and the environment on June 13.
NA representative from the southern province of Kien Giang, Nguyen Thi Kim Be, said that Minister Quang only answered part of her question about complaints and denunciations related to land issues.
NA deputy Be emphasized the importance of devising solutions to properly deal with the urgent issues related to land management and land revocation, which are of great concern to the public.
NA deputy Nguyen Thai Hoc from south-central Phu Yen province was also dissatisfied with Minister Quang’s reply to his question about the policy to improve the standard of living for people in resettlement areas.
Deputy Hoc said Minister Quang should clarify when the policy will be adopted because the people had sacrificed their land, houses, fields and gardens for hydropower electricity projects to further national development, but their interests have yet to be ensured.
NA Deputy Nguyen Thanh Hung from the southern province of Dong Thap said voters nationwide are paying close attention to land-related issues. Most of them raised questions that are very close to the current situation.
Minister Quang’s answers, in part, pointed out major issues pertaining to current land management and use, as well as the environment. However, other issues related to the implementation of land management policies and the environment have yet to be clarified because they also fall under the jurisdiction of other ministries, sectors and the Government.
The Minister’s answers will be clarified in solutions in the Land Law amendments that will be made during the law-making programme next year, Hung said.
In the afternoon of the same day, Minister of Planning and Investment Bui Quang Vinh talked about solutions to ensure the socio-economic targets set for this year as well as the delayed allocation of investment capital. He also mentioned the impact of capital resources for national target programmes in the 2011-2015 period on the progress and disbursement of investment capital for which his Ministry is responsible.
Minister Vinh replied to questions about restructuring public investment and solutions to combat corruption and wastefulness, in addition to mobilizing resources from the public, official development assistance (ODA), and foreign direct investment (FDI).
He also answered questions about his Ministry's responsibilities for planning projects and managing Government bonds.
Deputy Prime Minister Vu Van Ninh, the Governor of the State Bank of Vietnam, and the Ministers of Construction and Agriculture and Rural Development also joined Mr Ninh’s Q&A session.
