Investigation reveals cause of problems at Ta Su Choong

Regarding claims about delayed salaries and allowances paid to the teaching staff of Ta Su Choong primary and secondary schools, Dan Tri correspondents came to Hoang Su Phi district, Ha Giang province to gain better insights on this issue.

The problems started when a new law was passed under which each school has its own bank account that requires an accountant to deal with all financial issues. Limited professionalism of the local accountant in addition to weak management skills has caused the financial “crisis” in these schools, according to Luong Van Dan, the school’s principal.

In fact, the schools’ management board included only one principal and one vice principal forced to handle too many things. In 2009 the people’s committee finally appointed another vice principal and built another working place for teaching staff.

“Ta Su Choong is one of the poorest communes of Hoang Su Phi district thus teaching staff must put in a lot of effort to maintain their jobs. If the accountant was skilled, these schools would not be faced with such financial issues as they are now.” said Lu To Lin, Standing vice chairman of the People’s Committee of Hoang Su Phi province.

After performance reviews of the accountant by the Education Department and management board of the schools, they found that he neglected his job and eventually quit the job. The provincial People’s Committee had to send financial staff of the province to resolve the financial issues of the schools.

“At present, financial issues of the two schools have been mostly resolved. There are only a few pending problems which will be soon handled,” according to the financial expert.

“We do not have any claim on financial issues so far. We have received most of our allowances,” said Ly Van Lan, a teacher of Ta Su Choong School.

The People’s Committee of Hoang Su Phi province has decided to appoint an experienced accountant to work for the schools from the beginning of January, 2010.

Principal Luong VAN Dan has good teaching experience but not a lot of management skills. Thus the provincial committee will appoint a new leader in order to improve the education quality of the two schools. This is according to Lu To Lin, standing vice chairman of the People’s Committee of Hoang Su Phi province.
