Taxi firms are allowed to run no more than 20 percent of their vehicles; while the rate is 10 percent for app-based cars of below nine seats. Tourism car services are permitted to operate no more than 30 percent of registered vehicles.

However, motorbike ride-hailing services have only been permitted to transport goods, not people.

Vehicles which register for the reopening will be licensed by the city’s Department of Transport through QR-coded certificates. Based on the pandemic situation as well as the people’s travel demand in the coming time, the department will adjust the number of vehicles which are allowed to be reopened.

From October 5, passenger transportation by waterways will be resumed.

Most of the public and private production and service facilities in HCM City have been reopened from October 1.

However, activities and businesses that continue to be suspended include bars, spas, karaoke and massage parlours, beauty care services, on-site catering services, cinemas, discos, video games, events, cultural, artistic, launch ceremonies (unless permitted by competent agencies), street vendors, including lottery ticket vendors.
