HCM City People's Committee has approved housing developing policies in the 2016-2020 period which will ban new projects in District 1 and 3.

Housing areas for private residences will increase by 31.2 million square metres and 2.2 million square metres for social housing projects. Besides District 1 and 3 in which new projects are banned, other inner city districts were asked to focus on on-going projects. Investment for housing projects in 2016-2020 period is estimated to be over VND316trn (USD13.5bn).
Without proper plans for infrastructure development, new projects will be limited in Districts 4,5,6, 8, 10, 11, Binh Thanh, Go Vap, Phu Nhuan, Tan Binh and Tan Phu. Meanwhile, District 2, 7, 9, 12, Binh Tan and Thu Duc will develop apartment complexes along main roads and metro lines.
Ly Khanh Tam Thao from HCM City Department of Planning and Architecture said they could save more land by building more apartment complexes.
"Apartment buildings can accommodate more households while the city still has land for public projects," he said.
