Hanoi will establish civilian crime patrol groups, following the models of those in Ho Chi Minh City and Binh Duong Province.

After a murder of 26-year old Pham Van Chinh while he was trying to stop some motorbike thieves in Ha Dong City, the question has been raised why Hanoi does not form citizen security groups, said Lieutenant General Nguyen Duc Nhanh, Director of the Hanoi Police Department.
Currently, the capital city has been running a pilot programme of this type in Hai Ba Trung District since July 2010. It is seen to have gained positive results by learning experiences from groups in other areas, said Senior Lieutenant Colonel Dam Thanh The, Head of the district’s Police Board.
“To date, the entire 20 wards in the district have these clubs, and they\'ve attracted the participation of a number of people interested in the safety of their communities. Members can either provide information to the police or join them in crime prevention activities,” The added.
According to Lieutenant General Nhanh, the clubs must be set up by local police, and not be managed independently.
Referring to the death of Pham Van Chinh, Nhanh said that his actions were commendable.
The municipal People’s Committee has honoured Mr. Chinh for his courage and has also offered the family some financial compensation, VND20-30 million (USD961-USD1,442).
The city’s Police Department is still investigating the murder and looking for the culprits.
