A proposal submitted by Quang Ninh's National Assembly delegation on July 31 calls for the project to be included in the national road network plan for 2021-2030, with a vision to 2050.
The proposed expressway would begin at the Halong Xanh interchange on the Haiphong-Halong-Mong Cai Expressway in Tuan Chau Ward, Quang Ninh Province, and end at Ring Road 5 in Tran Nhan Tong Ward, Haiphong City.
The route would be built as a six-lane expressway with a design speed of 100-120 kph and an interchange connecting to Ring Road 5 at its western terminus.
Quang Ninh is also constructing parallel four-lane service roads along the corridor, which are expected to be completed in 2026.
According to the proposal, the province has largely completed land clearance for the route and plans to fund the project from its local budget.
Provincial lawmakers said the project would strengthen transport links between Quang Ninh, Haiphong and the Hanoi Capital Region while improving access to ports, airports, industrial zones and tourism destinations.
