A more than 6-kilometre section of the To Huu Road extension, part of the project's Package 21, has yet to resume construction, with long stretches still submerged in waterlogged fields.
Residents said work had stopped during the dry season, raising concerns that further delays would push construction into Hue's rainy season.
Hoang Tien Minh, director of the Hue Region 3 Construction Investment Project Management Board, said procedures to transfer project management had yet to be completed, leaving the current project owner responsible for overseeing contractors.
At a monthly press briefing, Hoang Viet Cuong, chief of the Hue People's Committee Office, said the transfer had been delayed by an administrative restructuring, under which two project management boards will merge into a new agency that will take over the project.
Cuong said land clearance had reached 92.5 per cent, with VND 751 billion (USD 28.6 million) allocated to the project and VND 527 billion disbursed so far.
The VND 1.143 trillion (USD 43.5 million) project covers more than 9.5 kilometres, linking the An Van Duong New Urban Area to the junction of Thuan Hoa Road and National Highway 1 near Phu Bai International Airport.
Package 21 has fallen behind schedule, particularly the 60-metre-wide carriageway built by Dong Tam Group. The contractor's contract was terminated in June, prompting the transfer of project management to a new agency.
