During an investigation, Haiphong police identified a Chinese citizen suspected of entering Vietnam unlawfully and hiding in the city after allegedly committing offences in China.

Authorities subsequently verified the man's identity, monitored his movements and coordinated with Chinese authorities to confirm his background.

According to a diplomatic note from the Chinese Embassy in Vietnam, the suspect was identified as Li Ye, born in 1985 and a Chinese national. He was wanted by the Shanghai Public Security Bureau on charges of forging value-added tax documents. Chinese authorities requested Vietnam's assistance in locating, arresting and transferring the fugitive.

Vietnamese authorities arrested Li Ye on July 20 without incident.

During questioning by Vietnam's immigration authorities, Li Ye admitted he was the wanted suspect and said he had entered Vietnam illegally to avoid arrest.

On July 31, Haiphong police formally handed Li Ye over to Chinese law enforcement authorities in accordance with Vietnamese law.
