At a regular press briefing, Hoang Viet Cuong, chief of the Hue People's Committee Office, said an enforcement order would be issued this month requiring the removal of illegal structures at the project on Le Loi Street along the Huong River.
Cuong said the developer had sought to amend project documents, but the request had no legal basis and was rejected.
The developer, An Phu Minh Investment and Transport Co. Ltd., was previously fined VND 110 million (USD 4,200) for construction violations.
Approved in April 2025, the project was licensed to include a one-storey commercial building, a basement and a technical building.
Inspections found the developer had exceeded the approved height and floor area and added unauthorised structures, including a 410-square-metre glass-covered atrium, two lift shafts, a Katinat coffee shop, a reception area, toilets, a shrine and entrance pillars.
The completed structure reached 12.2 metres, more than 4 metres above the approved height.
Authorities had suspended construction and gave the developer 90 days to obtain amended permits or remove the violations. After the deadline expired at the end of July without compliance, demolition enforcement was ordered.
