Hanoi city authorities will attempt to enforce a code of conduct that includes a ban on civil servants having tattoos.
After many years of consideration, Hanoi plans to approve and put into operation a code of conduct for its civil servants from January 1. It includes different regulations, ranging from behaviour to dress code.
Employees will be forced to wear shirts with the collar and skirts can be a minimum length of the knee.

The public servants are not allowed to have tattoos and use “improper” perfumes, however, there are no details regarding the definition of the so-called “the improper” fragrances.
Under the code, Hanoi’s civil servants are also not permitted to cook meals, smoke, drink alcohol or sing karaoke in their offices.
They are banned from wearing headphones, watching TV or playing games during their working time. The city’s civil servants are also required not to conduct private business activities during their working time.
When working with people, public servants have to speak gently and politely.
To Van Dong, head of the Hanoi’s Department of Culture, Sports and Tourism, said the regulations should be seen a guide than a legal document.
Dr Nguyen Huu Tri, Head of Administrative Research and Training Institute, said that he supported the code, but it should specify regulations for different areas. He, however, noted that agencies should have sanctions for violations to ensure the code was implemented.
