According to Haiphong Police, the arrests were carried out on September 4 and September 5 following investigations into foreign nationals residing in the city.

The suspects were identified as Chen Liang, born on September 11, 1981, who is wanted by Lishui City Police in China on allegations of fraud, and He Yongjun, born on July 27, 1978, who is wanted by Yueqing City Police for allegedly organising and operating gambling establishments.

During questioning, both suspects admitted to committing offences in China, according to police.

Authorities said the investigation began as part of routine monitoring of foreign nationals living in Haiphong. Officers identified several individuals suspected of being fugitives sought by Chinese police and hiding in the city.

Police then deployed a range of investigative measures, verified the suspects’ identities and backgrounds, and coordinated with law enforcement agencies in other localities to locate and apprehend them.

Haiphong Police said that during the third quarter of 2026 alone, the force had successfully identified and arrested four fugitives wanted by Chinese authorities.
