Hanoi’s Inspection Group determined the penalty for violations of labour safety by contractors of Keangnam Hanoi Landmark Tower project.
A total of 15 contractors will be punished VND235 million ($12,220) for their violations.

Many serious labour accidents occurred at Keangnam Hanoi Landmark Tower
After over one month of investigating, the interdisciplinary inspection group from Hanoi's Department of Labour, Invalids & Social Affairs; Department of Construction, Trade Union of Hanoi and police of Tu Liem District made a conclusion about the infringements.
Keangnam Enterprises Ltd. Company from South Korea is the main contractor in addition to 50 sub-contractors. The Vietnam Institute for Building Science and Technology (IBST) is a supervision consulting agency.
The investigation revealed that the main contractor did not access complete regulations of Vietnam on labour safety, did not establish nor approve necessary methods of guaranteeing labour safety for the entire project, as well as failing to coordinate properly with IBTS to control labour safety. Their labour safety division was unable to supervise their tasks and manage the labour quality.
Furthermore, the main contractor did not make periodical reports on labour accidents and submit them to local authorities. They also did not report in a timely manner and failed to report to labour inspectors of the Hanoi Department of Labour, Invalids & Social Affairs about serious labour issues at the site.
Inspectors also pointed out that the IBST should take partial responsibility for the fatal accident of engineer Vu Van Lam when they did not implement their duties in the right manner.
Moreover, IBST sent their staff, who did not have enough qualifications, did not timely provide adequate equipment which require strict safety controls and did not have verification certificates. They also did not request contractors to equip labour safety facilities to protect workers on the site.
Regarding responsibilities of sub-contractors, inspectors concluded that they did not have enough personal protection equipment for workers. They did not report to Hanoi's Department of Labour, Invalids & Social Affairs about labour accidents periodically and did not follow appropriate processes of dealing with serious cases.
