According to local authorities, the three detained boats are led by Nguyen Van Duong, Ngo Minh Sang and Ho Van Duoc as captains. All three of them are from Tran Van Thoi District, Ca Mau Province. When Storm Pabuk arrived, three boats were still out on the sea and unable to reach local shelter in time. As a result, they went to Thailand to avoid the storm and were detained.

The Ca Mau Department of Foreign Affairs quickly reported the incident to the Consulate General of Vietnam and Vietnam Embassy in Thailand to investigate the case after receiving the information.

They also reported and asked the Vietnam embassies in Thailand and Malaysia, the Embassy of Thailand and Embassy of Malaysia in Vietnam to help 38 fishing boats with 239 crew members who claimed to have sought shelter in Thailand and Malaysia to return to Vietnam.

On January 7, Ca Mau People's Committee announced that due to effects from Storm Pabuk, four boats sunk with two missing members. Two boats and 30 houses were damaged in Hon Chuoi Island. The total estimated damage reached VND1.6bn.

The Department of Agriculture and Rural Development was asked to work with local authorities to mitigate flooding. The Department of Labour, Invalids and Social Affairs was asked to help the victims of the storm and floods.
