Hanoi proposes doubling fines for advertising violations

Hanoi has proposed doubling fines for cultural and advertising violations, including penalties of up to VND 20 million for illegal advertisements on utility poles and public trees.

The proposal, submitted by the Hanoi People's Committee to the municipal People's Council, seeks stricter enforcement measures to address persistent violations in the cultural and advertising sectors.

According to city authorities, misleading advertisements, unauthorised signs and advertisements placed in public spaces continue to affect urban aesthetics and public cultural environments.

Under the draft resolution, Hanoi would apply fines at twice the levels specified in Government Decree No. 87/2026/ND-CP. Organisations would face penalties double those imposed on individuals for the same offences.

The proposal covers 53 administrative violations, including acts that distort national history, insult ethnic groups or national heroes, misrepresent national sovereignty, defame organisations or individuals, and incite violence or illegal activities.

Fines for such violations could range from VND 80 million to VND 100 million.

Businesses operating karaoke venues or nightclubs outside permitted hours or without licences could face fines ranging from VND 20 million to VND 80 million.

Individuals or organisations found hanging, placing, pasting or drawing advertisements on utility poles, traffic signal poles or public trees without permission could be fined between VND 10 million and VND 20 million.

The proposal would also impose fines of between VND 20 million and VND 40 million for advertisements using terms such as "best", "only", "number one" or similar superlatives without legal evidence to substantiate such claims.

The draft resolution is scheduled to be considered by the Hanoi People's Council at its meeting on June 2-3.
