Hanoi has launched a public consultation on a major redevelopment plan for the Hoan Kiem Lake area and its surroundings, proposing the removal of several buildings to create new public spaces, parks, gardens and restored heritage landmarks.
Under the proposed master plan, Hoan Kiem Lake is defined as the centrepiece of an integrated historical, cultural, architectural and landscape district.
City planners aim to strengthen connections between the lake and surrounding squares, parks and community spaces, while upgrading key architectural landmarks and improving infrastructure and environmental quality.

Under the proposed renovation scheme, the headquarters of the Hanoi People's Council and People's Committee, the Red Scarf Theatre and part of the Children's Palace complex are being considered for demolition and reconstruction.

From September 7 to September 26, Hanoi authorities are collecting public feedback on revisions to the planning framework for Hoan Kiem Lake and adjacent areas. The study area covers approximately 66 hectares within Hoan Kiem Ward and Cua Nam Ward.

According to the planning proposal, the lake will remain the focal point of a broader urban space that combines historical heritage, cultural identity, architecture and landscape design.
The city is studying ways to improve pedestrian links between the lake and nearby public squares, parks and gathering spaces, while enhancing landmark buildings and upgrading urban infrastructure.
One of the most notable proposals would transform the Hoan Kiem Lake area into a large civic square connected to August Revolution Square and the Hanoi Opera House, creating a continuous "history, culture and arts" district.

The redevelopment plan also includes reconstruction of the current Hanoi Post Office site, with the existing building on Dinh Tien Hoang Street slated for removal.
Several structures along Dinh Tien Hoang Street have already been cleared to make way for the proposed public square and park project.
A number of historically significant buildings belonging to the Hanoi People's Committee on Le Lai Street are expected to be preserved.
In the future, Hang Hanh Alley and Bao Khanh Alley are expected to receive extensive upgrades aimed at improving the pedestrian experience. Pavements and road surfaces would be rebuilt with uniform stone paving, while flower beds and trees would be added along the route.

The underground level beneath the planned Times Square Park and Plaza would accommodate the future C9 metro station, commercial facilities and parking areas.
Residents can submit comments on the redevelopment plan through official government websites and the iHanoi application. An online public consultation conference is scheduled for 9am on September 9.
