Health Ministry tightens control over cosmetic surgery, abortions

The Ministry of Health are considering a draft circular on guiding the granting of certification and licenses for medical clinics.

These proposals are contained in a draft circular on guiding the granting of certification and operational licenses for medical clinics under consideration by the Ministry of Health.

Under the circular, beauty clinics will be permitted to conduct operations such as face lifts, facial dimpling, chin and eyelid surgery, but banned from a number of operations, including breast augmentation, nipple reduction, abdominal wall reduction and liposuction.

Obstetrical clinics are prohibited from aborting foetuses of more than seven weeks. General medical clinics are only allowed to provide medical checks, consultancy, first aid and treatment for patients with normal diseases. They are banned from conducting specialised techniques.

According to the draft circular, people who take technical responsibility for a clinic must have a certificate to practice for at least one of specialties that the clinic has registered to offer.

Abortion rates among adolescents in Vietnam are higher than any other country in Southeast Asia and stand fifth in the world, according to the Vietnam Family Planning Association.

In Vietnam there are around 300,000 abortions performed annually on women and girls between the ages of 15 and 19. Many of them have had multiple abortions.
